Be a permanent resident of Canada and not be subject to a referral or fraud investigation.
Have been physically present in Canada for at least 1,095 days (3 years) over the past 5 years.
Have filed your Canadian tax returns for at least 3 years over the last 5 years, if you were subject to them.
For 18-54 year olds, prove a sufficient level in French or English and pass the Canada exam.
Do not have recent criminal convictions or be in prison, on parole or on probation at the time of the application.
